Civil Service Success Profiles Explained: Behaviours, Strengths & STAR Format
The Civil Service Success Profiles framework replaced the old Competency Framework in 2022. If you're applying for a Civil Service role, understanding this framework is essential — it's how every application is assessed.
The Five Pillars
Success Profiles assesses candidates across five elements: Behaviours (what you do), Strengths (what you enjoy), Ability (cognitive aptitude), Experience (relevant history), and Technical (professional skills). Not every role assesses all five — check the job advert.
Behaviours: STAR Format Is Non-Negotiable
Behaviours are assessed using the STAR format: Situation, Task, Action, Result. Each behaviour (e.g., Making Effective Decisions, Working Together) requires a written example. The level of impact expected varies by grade.
Strengths: Your Natural Talents
Strengths questions explore what you naturally enjoy and excel at. Unlike behaviours, you can't fully prepare — but you can identify your strengths in advance using our tool.
Tips for Success
Keep your CV to 2 pages max. Use a 500-word personal statement tailored to each role. Address every essential criterion. And always, always use STAR format for behaviour examples.
